Management

The Board and the Government Superannuation Fund Authority have formed a joint venture company, Annuitas Management Limited (Annuitas). The main function of Annuitas is to provide staff who act in management and secretarial roles on behalf of the Board and the Government Superannuation Fund Authority.

  • Tim Mitchell Chief Executive

    Tim joined Annuitas in January 2023. Previously Tim was Global Head of Governance Consulting at WTW (formerly Willis Towers Watson). Before joining WTW, he was General Manager Corporate Strategy at the New Zealand Superannuation Fund, an institution he joined at its inception in 2002. Tim also ran his own consultancy company, where he advised a variety of Crown entities including the Reserve Bank, Public Trust and ACC. He has also been a Principal Advisor at the New Zealand Treasury, focusing on Crown Financial Policy and, before that, was Chief Investment Officer at Colonial First State Investment Management NZ.

    Tim is a Chartered Financial Analyst.

  • Fiona Morgan Chief Financial Officer

    Responsible for the day to day finance functions and financial reporting of the Authority and the Fund.

  • Anthony Halls Chief Investment Officer

    Anthony joined Annuitas in July 2023. Previously Anthony was Chief Investment Officer, and a Senior Portfolio Manager, at Mint Asset Management. Prior to Mint, Anthony spent five years at the New Zealand Superannuation Fund. Anthony holds an MBA from the University of Otago.

  • Hadyn Hunt Chief Risk Officer

    Hadyn was appointed in July 2017 to the newly established risk role. Hadyn has over 24 years banking experience, 19 years with National Bank/ANZ, then a further 5 years implementing the operational risk programme at Kiwibank. He has over 15 years’ experience in risk and compliance.

  • Ireen Muir General Manager, Schemes

    Ireen joined Annuitas in September 2021. Prior to joining Annuitas, Ireen was the Head of Client Services Corporate Trustee Services at Public Trust. She has 18 years’ previous experience in the supervision of debt issues and managing investment schemes including superannuation schemes.

  • Peter McCaffrey Manager, Equities & Alternatives

    Responsible for manager selection and portfolio construction, with emphasis on improving portfolio risk and return efficiency.

  • Lawrence Young Manager, Investments

    Lawrence joined Annuitas in February 2023. His responsibilities include fund rebalancing, managing cashflows, liaison with the custodian and fixed interest managers, and managing operational issues for all investment managers.

    Previously Lawrence worked as a Senior Portfolio Manager at Public Trust.

  • Sean Wakelin Senior Investment Analyst

    Sean joined Annuitas in November 2021. His current role focuses on performance reporting and manager monitoring. He has previously had experience in forestry valuation and forest estate modelling.

  • Will Miller Investment Analyst

    Will joined Annuitas in April 2024. He is responsible for performance reporting and supporting the investment team. Prior to joining Annutias he was a consulting analyst at Deloitte. Will holds a Masters in Applied Finance and Economics degree from the University of Canterbury and is pursuing the CFA designation.

  • Jake Smith Corporate Accountant

    Jake joined Annuitas in August 2022. He is a Chartered Accountant who started his career at PWC and has since worked for private and public companies, the most recent being Spark NZ.

  • Garry Hughes Manager, Schemes

    Garry joined Annuitas in March 2024. Prior to joining Annuitas, Garry was the Head of Client Services (Wellington) at Public Trust. He is a qualified Chartered Accountant with over 39 years’ experience in the trustee industry, including 24 years in the corporate trustee environment, supervising debt issues, securitisations and managed investment schemes, including superannuation schemes.

  • Chandra Quarmby Business Analyst Finance

    Chandra has been contracting to Annuitas since 2017. He has a background in strategic governance, project and contract management and IT.

  • Steph Gully Senior Strategy and Risk Analyst

    Steph joined Annuitas in August 2024. She has a background in financial services risk and compliance having worked for the Financial Markets Authority and Inland Revenue prior to joining us. Steph also holds a Master of Professional Accounting from Victoria University of Wellington.
